SF Victory Gardens is a pilot project with a goal to transform open space - rooftops, windowboxes, empty lots, and so on - into food-bearing gardens. The SF Victory Gardens website is full of tidbits containing events, networks of other victory gardeners, a starter kit, and useful links. The people who run the site are hoping to provide on-site gardening assistance to 15 needy families this year, and are looking for volunteers.
