Trina at Silver Heights Farm at the Union Square Farmers' Market. She has a wide selection, and the plants are all incredibly healthy.

today and tomorrow, check out the plant sale at the brooklyn botanic garden. i was there last night, and i've never seen such a wide selection. along with some vegetables and flowers, we got globe basil, thai basil, french tarragon, and vietnamese corriander. there must have been 10 kinds of basil and 20 kinds of lavender, as well as just about every other herb i've ever heard of. the plants seemed very healthy and ran about $4 each, though regular basil was cheaper.
last year, we got all our herbs at the farmers' market in grand army plaza. the rosemary and lavender wintered over and are going strong!
for herbs like mint and chives that thrive and spread, you might pop your head in at a community garden and ask if someone will give you a start. i know i would!
