Cook's Illustrated has a recipe for this... You cannot go wrong with their stuff. It may be somewhat elaborate but it's well worth it.

I'm vegetarian and don't eat gelatin, hence this critical question: For many years, I have had dreams of the deliciousness that might be a bit a panna cotta in my mouth, so does anyone have a recommended substitution or recipe that can exclude the gelatin?
Any answers would be very much appreciated!
Panna cotta is such a great dessert. People love things in little cups! So when you're having a dinner party, it's so easy to make this the day before and leave it in the fridge. People are impressed, less stress for you, everybody wins.
I don't like it very sweet, so I use a basic formula of ½ envelope unflavored gelatin to two cups liquid to 1/4 cup sugar. Like SK's recipe, I soften the gelatin in a bit of the liquid, heat the rest, then whisk the two together and pour into cups.
One nice thing is you can really use any liquid - I've used purees of mango or strawberry and made up two cups liquid with some cream added. Mango panna cotta hardly needs any extra sugar.
I have never tried it, but I think that agar, made from seaweed, can be used instead of gelatin. (http://en.wikipedia.org/wiki/Agar)
