Could it be a lack of light? My pansies grew really tall this spring because my porch is in the shade.
Not enough light is the cause of leggy seedlings 99% of the time.
I agree with the above posters. Plants *usually* get leggy when they aren't receiving enough light. They are, in effect, "reaching" for more!
Lack of light ahoy! It's the same for any fresh herbs you might be growing on a windowsill.
