Q: Do you know of any resources where you can buy individual measuring cups/spoons (so you don't have to buy a whole new set to replace a lost or damaged one)?

Heather, it's called thrifting! Garage sales and thrift stores always have orphaned measuring cups and spoons. Downside is that you can't simply pick up just the size you need, you have to keep looking until it appears.
Good quality stainless steel cups and spoons are virtually un-damageable.
Doesn't help with the loss issue, though ...
And any spare ones you pick up can be used as scoops in cannisters of staples -- oatmeal, flour, sugar and so on.
If it's Tupperware, I'm pretty sure you can contact your local salesperson and order the piece you need (as long as they still have the product in stock).
Just buy a second set and keep the orphans from your old set as well. I have a mixture of 3 or 4 different sets, and it is so nice not to have to wash mid-prep when I'm making several things at once.
@mdorothy - I learned that "virtually un-damageable" doesn't cover accidentally turning on the garbage disposal when the 1/4 cup stainless steel cup fell down inside while you weren't looking. Oops...
The way to solve the problem (and many more) is to buy a good quality kitchen scale and convert your recipes to weight. They don't fit down the garbage disposal.
Hi Heather ~~ I was just looking for individual measuring spoons myself this morning and see that Amazon.com has them. Maybe a little pricey especially after adding shipping but it is an option. Good luck on replacing your pieces :-)
