What exactly is scampi rice? I'm looking at the rice and it looks like a variation on paella. I'd start with a seafood paella recipe and tweak from there.
Bon Appetit has a feature every issue where readers can write in with requests for recipes for dishes they've had at restaurants, and Bon Appetit will publish the recipes. Maybe you can try that.
From the picture, it looks like a variant on fried rice. Might eyeball various Tex/Mex or Spanish recipes.
Never heard of "scampi rice" but I make my usual paella knock-up with shrimp, peas, chorizo and saffron. I also love asparagus/ and hrimp risotto with lemon zest...the recipe is on bitesforbabies.com!
Sounds delish--however, also never heard of Scampi Rice. Did you ask the restaurant how they prepared it? That would be my first step (the post doesn't mention if you did this or not--seems obvious, no?)
Also, I think if you loved it that much to ask the question AND Apartment Therapy chose to post it, then Saltgrass Steak House must fess up to their secrets...
