While I am not sure if it is "exactly" it. It looks a lot like the products from Heath Ceramics in Sausalito, CA. I have noticed they have been gaining more recognition and are showing up more places.
While their products are on the more expensive side - they are worth it if you want something made by real people who care about what they are making. Unlike most expensive things these days where you just pay for the name.

Sophie Conran for Portmeirion is a matte white set with concentric circle "waves" in the porcelain. It's lovely... my local kitchen store carries it. Google it and see what you think.
I also thought Heath, and then I was at Canvas looking for a gift, and I noticed that the Stour collection has very similar lines and the matte white finish.
